Planned limits: up to $8,000 for a heat pump for space heating/cooling, up to $1,750 for a heat pump water heater; income-qualified households 50-100% of project cost, up to $14,000 per household. Contractor enrollment opens 2026-10-12. Per national news reports (Utility Dive, E&E News), DOE guidance effective 2026-05-29 limits HEAR to electric-to-electric upgrades (gas/oil/propane to heat pump no longer qualifies); how Oregon applies this is not confirmed.
