- Tacoma Power customers replacing a standard electric water heater with an electric hybrid water heater; must acquire all relevant permits prior to installation; adhere to water heater program specifications; the water heater must qualify as a Tier 3 or Tier 4 model on the BPA Qualified Products List; install according to manufacturer's specifications. Income-qualified option requires household income not exceeding allowed maximums, pre-approval, and use of a Tacoma Power Participating Contractor.
